what doe people mean when they say the 1995 bmw m3 is the last OBD??

The BMW E-36 M3 produced in 1995, was the last OBD (on board diagnostics) vehicle offered with the OBD 1. Starting 95 and on, all BMW’s are either OBD 2, or equipped with the latest TeleMatics technology.

They mean it is last OBD1 which stands for On Board Diagnostics level 1. In 1996 it was mandated that all cars comply with OBD2 which is more strigent emission controls and harder to mod the engine without getting the dreaded check engine light.
